ESMA Certification for UAE: What European Brands Get Wrong

The Emirates Authority for Standardization and Metrology (ESMA) is the UAE's mandatory conformity marking system. The UAE Conformity Mark (ECAS) is required for 23 product categories — and most European exporters only learn which categories are covered after their first shipment is stopped at Dubai port.

What ESMA Actually Covers

The ECAS scheme covers electrical products, construction materials, chemicals, and an expanding list of consumer goods. For FMCG exporters, the key ESMA requirements relate to: food labelling standards (Arabic mandatory), toy safety, cosmetics registration through the GCC Conformity Mark, and household chemical products. Importantly, food and beverage products in the UAE are regulated separately through the UAE Food Safety Department (FSD) — a common point of confusion.

The 3 Most Common ESMA Mistakes

• Confusing ESMA with food safety registration — ESMA is not the route for food product registration in the UAE. Food products require registration through Dubai Municipality or Abu Dhabi Agriculture and Food Safety Authority depending on the emirate.
• Using a non-accredited conformity assessment body — ESMA only accepts test reports from laboratories accredited to ISO 17025 and listed on the ESMA approved laboratory list. European CE test reports from non-listed labs are not accepted.
• Not budgeting for Arabic label adaptation — all ESMA-registered products must carry Arabic labelling that complies with UAE.S 9:2013. This is a design and print exercise that many brands underestimate by 3–4 weeks.
